On November 3, 2018, 33-year-old Filipino American Laudemer Arboleda was killed when Danville, CA cop Andrew Hall fired repeatedly through the right side of the windshield and the front passenger-side window of Arboleda’s vehicle. Earlier that day, someone called police complaining about a man knocking on their door. Arboleda, who lived in Newark, CA, had earlier been diagnosed with schizoaffective disorder, and neighbors said he seemed “a bit lost or disoriented.” When police tried to stop his car, Arboleda slowly drove away, and then pulled over repeatedly, only to slowly drive away again. Finally, Hall pulled his car up in front of Arboleda’s, exited his car and stood near the front right side of Arboleda’s car. When Arboleda pulled away once more—at 6 mph—Hall emerged from behind his police car and discharged his weapon ten times. Nine shots hit Arboleda. Police later claimed it was self-defense.

In the words of Arboleda’s mother Jeannie Atienza, an endorser of OPA: “It’s common sense—10 rounds of bullets, and a semi-automatic pistol. You know it’s not self-defense.” Initially cleared of any wrongdoing by the county, two and a half years later charges were finally filed against Hall, just weeks after he killed yet a second mentally ill man—black, homeless Tyrell Wilson—and just one day after cop Derek Chauvin was found guilty in the death of George Floyd. Hall was charged with felony assault and voluntary manslaughter, but the jury deadlocked on the second and more serious charge. Although he faced 17 years, Hall was sentenced to only six, of which California law mandates he would have to serve a minimum of 5.1 years. Hall was released after serving less than half of the sentence, mostly in the San Quentin firehouse! After his release, he filed for the lifting of parole. Contra Costa County paid the family $2.9 million in settling their civil rights lawsuit.

Arboleda’s family described him as “a good and down to earth human” who loved being outdoors, exploring and hiking. He suffered from meningitis as a baby, once requiring resuscitation, and he later developed mental problems for which he had been hospitalized in 2018.

Protesting Hall’s early release from prison in March 2025 Arboleda’s sister Jennifer Leong stated: “It took a second life—he had to take a second life before he was even prosecuted. We are still grieving, and when we found out that he was being released early we were completely devastated. These are lives we’re talking about.” Arboleda’s mother Jeannie Atienza added, “Our family has been through hell….” “We still want Officer Hall to be retried on the voluntary manslaughter charge for what he did to my son. The preferential treatment shown to Hall as an officer throughout this trial has only added to our trauma.”

All the records related to Laudemer Arboleda’s death must be released to the public! This includes especially the personnel records of killer cop Andrew Hall from his employment with the Contra Costa Sheriff’s Department (contracted to provide police for Danville) and any other police agency he worked for, and all records related to his supposed “rehabilitative behavior” in the firehouse. We demand to know the truth behind the coverup by the police—all recordings (audio and video), reports, emails and texts, including by, from and about the other cops involved in Arboleda’s pursuit, as well as any court records related to Hall’s subsequent murder of Tyrell Wilson.
