Jarrel “CeeTwo” Garris

Killed by cops for eating grapes. Shot execution style in the neck by New Rochelle police on 3 July 2023 for eating grapes and a banana supposedly without paying, Jarrel Garris, age 37, died in the hospital 8 days later. Garris, a native of New Rochelle who had a well-known history of mental illness, had been living in North Carolina and was in town to pick up his 11-year-old son to bring him home for the summer.

As usual, police claimed that Garris tried to grab the cop’s gun. Despite demands by the family to release all video coverage, as usual, the cops censored the body cam footage, editing out the shooting of Garris.

Between 2018-2022, 169 allegations of police misconduct were filed against the NRPD, with only 23 percent resulting in minimal discipline. Blacks make up only 19 percent of New Rochelle’s population, but have filed 35 percent of all complaints. We demand that the personnel files and incident reports of NRPD cops Steven Conn, Kari Bird and Gabrielle Chavarry be opened. This is not a case of a “few bad apples.” The New Rochelle black population has been under attack. Coming 3 years after the shooting death of Kamal Flowers by the NRPD, the call to open the police archives to expose the cover-ups and targeting of the black population in New Rochelle is more urgent than ever.
